Climate Change

Small islands, whether located in the tropics or higher latitudes, have characteristics which make them especially vulnerable to the effects of climate change, sea-level rise, and extreme events (very high confidence) ♦  Sea-level rise is expected to exacerbate inundation, storm surge, erosion and other coastal hazards, thus threatening vital infrastructure, settlements and facilities that support the livelihood of island communities (very high confidence). ♦  There is strong evidence that under most climate change scenarios, water resources in small islands are likely to be seriously compromised (very high confidence). ♦  It is very likely that subsistence and commercial agriculture on small islands will be adversely affected by climate change (high confidence). SAR-based Deforestation Assessment, Espiritu Santo Island, Vanuatu - Processing description and results Version 1.0

Based on three data sets, the deforestation on Santo Island, Vanuatu, was assessed for 2007-2010. According to the results at this stage, 4,584 ha have been deforested during the 3 year period corresponding to an annual deforestation of 1,528 ha/yr, which appears very high compared to a rate of 467.8 ha/yr for the whole of Vanuatu reported for the period 1990 to 2000 (Herold et al. 2007).

The spatial distribution shows, that most of the deforestation occurred in the agricultural area around Santo’s capital Luganville in the Southeast, between the villages Ipayato and Viase in the Southwest, and in the Northern part of the west coast.

In support of the Vanuatu national implementation strategy for REDD+, SPC/GIZ focuses on the development of a system for measuring, reporting and verifying (MRV) carbon emissions and a Reference Emission Level (REL).

As part of the REDD readiness activities, the available data was reviewed and a framework for the methodologies on REL development and MRV was discussed in a stakeholder workshop and presented to the National Advisory Committee on Climate Change (NACCC). This report describes in detail the proposed methodologies for REL/RL and MRV for Vanuatu and how national circumstances will be taken into account.

In the National Planning Meeting in Port Vila June 15-16 2011, the participants proposed potential pilot sites for the implementation of REDD+ demonstration activities. After further in-country consultations, three potential sites were pre-selected: Penaoru, Vatthe/Big Bay Bush (both Santo), and Wiawi (Malakula).

This report compiles the available background information on the three sites, describes the consultative process with the communities and identifies the potential area for implementation. It will serve as foundation for the final selection by project staff and Vanuatu REDD+ stakeholders, and hopefully facilitate future pilot site identification of other actors.
