Climate Change

Small islands, whether located in the tropics or higher latitudes, have characteristics which make them especially vulnerable to the effects of climate change, sea-level rise, and extreme events (very high confidence) ♦  Sea-level rise is expected to exacerbate inundation, storm surge, erosion and other coastal hazards, thus threatening vital infrastructure, settlements and facilities that support the livelihood of island communities (very high confidence). ♦  There is strong evidence that under most climate change scenarios, water resources in small islands are likely to be seriously compromised (very high confidence). ♦  It is very likely that subsistence and commercial agriculture on small islands will be adversely affected by climate change (high confidence). Two instruments for climate change mitigation are being discussed internationally: Reducing Emissions from Deforestation and forest Degradation (REDD+), and Nationally Appropriate Mitigation Actions (NAMA). How can they be differentiated, and where lies the potential niche for each of these two mechanisms under which the UNFCCC conferences prepare opportunities for funding of on-the-ground implementation? This study compares the potential for both in Papua New Guinea, as part of a regional study conducted in Asia-Pacific by GIZ.

Measurement, Reporting and Verification (MRV) Manual for Improved Forest Management (Logged to Protected Forest) in Central Suau REDD+ area / Papua New Guinea

The purpose of this manual is to provide an overall review of the components that will be part of a Measurement, Reporting and Verification (MRV) system for a REDD+ voluntary market forest carbon project. This MRV manual serve as the Monitoring Plan in the “Project Design Document Development for Forest Carbon Project (Logged – Protected Forest) in Central Suau” prepared under the Verified Carbon Standard (VCS) in compliance with the VCS VM0011 methodology.

The present report provides an overview on the methodology, results and discussion of the forest carbon inventory in Central Suau in Milne Bay province, Papua New Guinea.

The results of the land cover analysis show eleven land cover strata including three assessed to hold commercial sawlog stocks. These three land cover strata cover 43,374ha or 72.6% of Central Suau PPA area of 59,758ha.

The report will be used as an input into the preparation of the Project Description under VCS.

The report gives an overview on drivers of historical deforestation and forest degradation in Central Suau, Milne Bay Province, PNG.

The results on historical land cover and use pronounce the dominance of agricultural areas for subsistence food and crop production with scattered coconut plantation along the sea shore.

The complex of identified agents, drivers and underlying causes are described: population growth is a major underlying cause and poses in conjunction with agricultural land use as livelihood activity and scarce land resources along the coast the high threat of deforestation on accessible primary forests.
