Climate Change

Small islands, whether located in the tropics or higher latitudes, have characteristics which make them especially vulnerable to the effects of climate change, sea-level rise, and extreme events (very high confidence) ♦  Sea-level rise is expected to exacerbate inundation, storm surge, erosion and other coastal hazards, thus threatening vital infrastructure, settlements and facilities that support the livelihood of island communities (very high confidence). ♦  There is strong evidence that under most climate change scenarios, water resources in small islands are likely to be seriously compromised (very high confidence). ♦  It is very likely that subsistence and commercial agriculture on small islands will be adversely affected by climate change (high confidence). Education can play an active role on mitigation and adaptation to climate change to bolster people`s ability and stimulate the next generation to demand, generate, interpret and apply information on current and future climate and the perspective consequences. Crucially, there has been little progress in mainstreaming climate change within existing education policy frameworks, strategies and particularly improving the education sector capacities to generate such information for effective integration in relevant programmes.

The purpose of the appraisal mission was to assess the potential for integrating climate change into different education institutions through a `Climate Change and Education` component of the current SPC/GIZ regional programme.

 This collection of best practices looks at successful mainstreaming efforts to provide policy makers and planners in the Pacific with ideas and lessons learned. The examples, which come from different regions and sectors including the Pacific, are not only illustrating adaptation to climate change. Many examples originate from other related mainstreaming efforts like disaster risk management or environmental mainstreaming.

Within the context of an additional commitment of the German Federal Ministry for Economic Cooperation and Development (BMZ) for the ongoing ACCPIR Project GTZ commissioned an appraisal mission in order to investigate the options for extending it regionally and thematically. The regional scope of the mission includes all independent member states of the Secretariat of the Pacific Community (SPC).

This report focuses on the thematic area of adaptation options in the tourism sector and with regard to mitigation potentials.
